JK Rowling 'dismayed' at response to press report

LONDON (AP) ? Victims of press intrusion including writer J.K. Rowling on Friday urged Britain's political leaders to fully implement a judge's recommendations on regulating the country's often unruly newspapers.

Rowling, who was one of dozens of people who gave evidence about press intrusion last year during a media ethics inquiry, said that she was "alarmed and dismayed" by Prime Minister David Cameron's lukewarm response to Lord Justice Brian Leveson's report, published Thursday to conclude the probe.

Leveson's 2,000-page report concluded that Britain's press sometimes "wreaked havoc with the lives of innocent people," and recommended the print media be regulated by a new body enshrined in law. Cameron said he welcomed the proposal, but was reluctant to set down new laws to back a press regulator because such a move could threaten freedom of the press.

Rowling wrote on the website of the Hacked Off group, which campaigns for victims of press intrusion, that she feared nothing will change to hold the press to account.

"Having taken David Cameron's assurances in good faith at the outset of the inquiry he set up, I am merely one among many who feel duped and angry in its wake," she wrote.

The 47-year-old writer had told of how journalists had driven her out of her home and targeted her 5-year-old daughter at school during the inquiry, triggered by a scandal over tabloid phone hacking that expanded to engulf senior figures in politics, the police and Rupert Murdoch's media empire.

Hacked Off on Friday launched an online petition urging Cameron and other politicians to implement Leveson's recommendations in full.

The recommendations have pitched Cameron against Deputy Prime Minister Nick Clegg, his coalition partner, who argued that a new law on press regulation should be introduced without delay. Cross-party talks were being held in an attempt to reach an agreement.

Healing Words: Creative Writing Programs as Therapy for Kids in ...

ANNISTON, Ala. ? Mercy Pilkington?s classroom, at first glance, seems like any other in the nation?s public school system. Novels penned by John Steinbeck and Harper Lee are stacked over a U-shaped row of cubicles. The walls are lined with laminated posters; crayon-colored cutouts of chubby red robins and lime-green pigs are pasted on the room?s sole window.

Pilkington, 39, has taught for 11 years. For the last six, she?s been an English instructor at Coosa Valley Youth Services (CVYS), a facility for juvenile offenders in this northeast Alabama city tucked in the foothills of the Appalachians. After years of distress from discarding her students? writing after they left the facility, Pilkington decided to give her students ? both former and current ? the ability to share their writing with the world at large through a blog called ?Writers on the Inside.?

The blog gives students access to their essays, poetry and stories long after they leave CVYS, Pilkington said. ?When you?re not here, you can call up this website and there?s the story that you wrote,? she tells her students.

On this day, Pilkington?s classroom is primarily an audience of young boys, all clad in neon-orange jumpers, a reminder that this is no ordinary school. She carries a chemical restraint canister at her hip, and a personal alarm is tethered to her keychain. Still, through six years at CVYS, she said she?s never had to use the chemical restraint, and used the alarm only once ? when one of her students experienced a seizure in class.

Although Pilkington has worked with several young people that came from ?good homes,? the majority of her students have extensive histories of abuse and neglect, she said.

?If you live in a home where your stepfather rapes you,? she said, ?or you live in a house where you come home everyday wondering if your mom is there ? let alone if she?s sober ? it?s not going to turn out well.?

She added: ?People need to understand society created these kids. We turn them into the things they end up being.?

?There Are A Lot of Us Interested In What They Have To Say?

incorporating elements of creative writing have been set up across the nation?s juvenile halls and treatment facilities, with the National Endowment for the Arts recognizing creative writing workshops like Massachusetts? Actors? Shakespeare Project and the Los Angeles-based InsideOUT Writers. Proponents of such programs believe not only can creative writing play a huge role in the rehabilitation of young offenders; they additionally serve as opportunities to instill both a sense of empowerment and consistency to a juvenile population frequently considered downtrodden and unstable.

David Inocencio, co-founder and director of The Beat Within, a San Francisco-based magazine that features essays and stories written by juvenile detainees, says creative writing can definitely be a therapeutic process for young people in the nation?s juvenile justice system.

?You?re going to get a young person that?s carrying a lot of baggage to put the baggage in thoughts on paper,? he said. ?They?re going to get this amazingly thoughtful writing that speaks to a young person wanting to see a better life for him or herself.?

Inocencio started publishing the magazine in 1996. For the last 17 years, he?s held writing workshops inside juvenile halls across California. Currently, The Beat Within personnel serve more than 5,000 young people in California, and conduct multiple workshops across the nation, including programs in Arizona, Texas and Washington, D.C.

Making writing a habit for young people, Inocencio stated, is a tremendous platform for young people to express themselves and air their concerns about the environments they inhabit.

?We encourage the young people to keep on writing no matter where they go,? he said. ?Whether it?s penitentiary, rehab, a group home or back into their communities ? that they keep writing to tell their story.?

Inocencio said writing programs like The Beat Within allow a population without a voice to speak up. The effects, he believes, also prove positive for adults within the juvenile justice field, as it gives attorneys, service workers and judges greater insight into the lives of young offenders.

?We?re able to get a window in the world of this young person,? he said. ?In the end, when you read the publication, reading what these young people have to say through the workshops, you?re seeing what?s broken.?

He also believes writing workshops allow young people to develop trust for adults. ?There are a lot of us interested in what they have to say,? he said.

The benefits of implementing creative writing programs in juvenile detention facilities are apparent, Inocencio said. ?Seeing your writing, knowing that it?s going nationwide and read by folks in Washington, D.C., Alabama, Hawaii ? it empowers a young person.?

Creative writing not only changes a young person?s conceptualization of self, but also alters his or her life goals, Inocencio believes.

?It also helps the young writer realize that there?s more to his or her life than what got him or her in the system in the first place,? he said. ?I don?t have to stay in the path of destruction [and I] do have the tools to get a high school diploma, or go on to higher education. Or that I am bigger than the label that has been placed on me.?

?I?ve Had Some Really Surprising Stories?

Pilkington says many of her students ask her if their blog entries have received any additional comments from website visitors. ?They?re just blown away that people want to read it,? she said.

The Writers on the Inside entries consist primarily of in-class assignments, which, once redacted, are uploaded to the blog. ?The students can?t use people?s names or their hometown,? she said. Additional safeguards ensure blog visitors cannot contact students, and students are not allowed to respond to comments posted on their entries. One of Pilkington?s greatest concerns is that individuals involved in some of her students? charges may leave hateful or intimidating messages on the blog. She remedies this by setting the blog so all comments have to be pre-approved by her before being visible to visitors to the site.

?Almost everything that?s been put up there has been free writing,? she notes. ?If you?ve got something in mind you want to write,? she frequently tells her students, ?you?re more than welcome to.?

She said many times, her students just want someone to know what?s happened to them ? to have someone believe their accounts.

?It?s like they have this urge to get out and say, ?Hey, this is what happened to me,?? she said. ?I?ve had some really surprising stories.?

In one essay, titled ?This is My Life,? one of Pilkington?s students reflects upon a long history of abuse suffered at the hands of her parents.

?When I hear somebody talking about how bad their life is just because they have a ?fight? with their parents, I get really mad.

?My real dad tried to kill me and now I?ll always have that big ugly scar on my stomach to remember it by. By the time I was seven my mom was a stripper/prostitute; she would do anything in order to get money for her drug addiction. Even if that meant selling her own daughter to grown men for support of it.?

Another essayist writes:

??I have had a terrible life. My biological dad was in jail when my biological mother died, but he had two choices. 1. Find somebody to take care of me or 2. Put me in Foster Care.

?He decided to pick neither. Instead he tried to sell me and my other brother. My brother had some mental issues. He tried to kill me twice. Each time he had tried to drown me.?

Pilkington said although many of her students write about their own experiences, an equal number would prefer writing about more fantastical subjects. ?I?ve gotten just as many that will not write about their personal life,? she said. ?They want to write fiction short-stories.?

One of her students wrote of a fictitious inmate receiving a lethal injection, while others wrote about high school baseball stardom, earning their driver?s licenses?and going fishing with explosives. The theme of guilt and punishment is common, even when the young writers dwell upon made-up worlds.

?As he left the scene of the crime, Victor was bawling,? begins one short story, titled ?The Cry of Goodbye,? by a resident named J.F.

?He couldn?t believe his father had murdered that young boy.

?Victor had paid for the fine and the cars, but he new he could never pay for the little boy?s life. Victor had went to the little boy?s house so he could apologize to the little boy?s parents. The little boy?s parents were very happy that he had apologized.?

If You Like To Write, Or You?ve Got Something To Say, You Do It

Pilkington said she was initially surprised the CVYS administration wanted to start the program ? an idea she said was green-lit following an informal parking lot conversation.

?There are great facilities out there; there are some horrible facilities out there,? she said. ?And this happens to be one of the good ones that really cares a lot about what happens to kids.?

students believe they have something ?worth saying? and something ?that people want to know about.? During classes, she said she?s shown her students how to set up a blog, and demonstrated how she can update the site through smart phones and other mobile devices.

?If you like to write, or you?ve got something to say, you do it,? she said. ?You don?t worry about what other people think about it or if just two people read it today. It?s your site.?

At the facility, Pilkington said some of her students have to write their essays using felt tip markers.

?I?m a writer myself, and I can?t imagine having to write my story on notebook paper with a magic marker,? she said.

Her students? desire to write, even when having to resort to unconventional implements, demonstrates an emotional need to get their stories out, she believes. In some instances, Pilkington said, her students? work is barely legible.

?We go through every single word and fix it to make it readable,? she said. ?We sit there, and word for word, put a comma here, capitalize this.?

Pilkington said her intent with the blog is multifaceted, but at the end of the day, she just wants visitors to realize many of her pupils have a knack for the written word.

?I want people to read it,? she said, ?and go, ?Wow, the 15-year-old burglary suspect actually can write a decent story.??

NYC nanny pleads not guilty in deaths of two kids

NEW YORK (Reuters) - A New York nanny accused of the stabbing deaths of two young children pleaded not guilty to murder charges Wednesday in a judicial proceeding conducted in the hospital where the 50-year-old woman is handcuffed to her bed as she recovers from self-inflicted wounds.

Yoselyn Ortega was indicted two weeks ago on two counts each of first- and second-degree murder in the killings of Lucia Krim, 6, and her brother, Leo, who was days shy of his second birthday, in their parents' luxury apartment.

Ortega was under a white blanket, handcuffed to her hospital bed and wearing a blue hair net, according to a pool report of the proceeding at New York-Presbyterian/Weill Cornell Medical Center. She appeared alert but did not speak during the 10-minute proceeding.

Ortega's attorney, Valerie Van Leer-Greenberg, entered the plea on her behalf, the pool report said. Judge Lewis Bart Stone ordered Ortega held without bail while she undergoes a psychiatric exam. The next court date was set for January 16.

Ortega has been in the hospital since October 25, recovering from what police have described as stab wounds she inflicted on herself at the scene of the murders.

The children's mother, Marina Krim, discovered their bodies in the bathtub when she returned to their Upper West Side home from a swimming lesson with a third child, police have said. Ortega then began to stab herself in front of Krim.

"Yoselyn Ortega is charged with taking the lives of two innocent children who were incapable of defending themselves," New York District Attorney Cyrus Vance said in a statement. "This crime shocked and horrified parents around the city, many of whom entrust their children to the care of others both by necessity and by choice."

Ortega was formally arrested earlier this month after police interviewed her for the first time in her hospital room.

Ortega had been employed by the Krim family for two years, police said. She lived with her son and sister near the Krims' apartment off Central Park and has been a naturalized U.S. citizen for a decade.

Marina Krim had expected to meet Ortega and the two children at a dance studio on the day of the killings. Upon finding the lights out in the apartment, Marina Krim asked the doorman if Ortega had taken the kids out, police said.

Krim then re-entered the home and found the children in the bathroom before encountering Ortega.

In the wake of Hurricane Sandy, the agency plans to hold hearings around the country to examine ways the nation?s communications infrastructure can be hardened against natural disasters.

The Federal Communications Commission?will hold field hearings next year to?examine the impact of Hurricane Sandy and other natural disasters on communications networks and ways to improve their resiliency, the agency announced last week.

No dates have yet been set for the hearings. However, the first of the planned series will be held in New York, the FCC said. Others will be held in areas affected by other natural disasters. The hearings will focus on the challenges faced by communications service provides, government officials, emergency personnel and consumers.

?This unprecedented storm has revealed new challenges that will?require a national dialogue around ideas and actions to ensure the resilience of communications?
networks,? said FCC chairman Julius Genachowski in a Web announcement of the hearings. Genachowski called on ?all stakeholders to engage constructively in the period ahead.?

According to the announcement, the hearings will seek answers to a series of questions, including:

  • To what extent did service providers take advantage of this advance notice to stage?communications assets such as portable cell sites to reduce the effects of the storm?
  • To what extent did service providers notify consumers of their communications options in?advance of the storm?
  • What level of service is needed and expected during emergencies and for what modes of?communications?
  • When commercial power is unavailable, how long should back-up power sources be expected to?last?
  • What capabilities do communications providers offer their customers to alleviate disruptions to?communications services during an emergency, or to help maintain back-up power supplies for?Internet and cable access? For example, what kinds of solutions are made available to customers?to help them charge devices like cell phones?
  • How can the restoration of communications services proceed faster or services remain operational?longer? For example, how would changes in availability and prioritization of fuel or other power?sources such as generators help, and how could these changes be brought about?

(AP) ? Barry Bonds, Roger Clemens and Sammy Sosa are set to show up on the Hall of Fame ballot for the first time, and fans will soon find out whether drug allegations block the former stars from reaching baseball's shrine.

The 2013 ballot will be announced Wednesday.

Craig Biggio, Mike Piazza and Curt Schilling are certain to be among the other first-time eligibles. Jack Morris, Jeff Bagwell and Tim Raines are the top holdover candidates.

Longtime members of the Baseball Writers' Association of America will vote through next month. The much-awaited results will be announced Jan. 9, with players needing to be listed on 75 percent of the ballots to gain induction.

The upcoming election is certain to fuel the most polarizing Hall debate since career hits leader Pete Rose's betting problems put him on baseball's permanently ineligible list, barring him from the BBWAA ballot.

Bonds, Clemens and Sosa each posted some of the biggest numbers in the game's history, but all were tainted by accusations that they used performance-enhancing drugs.

Bonds is baseball's all-time home runs leader with 762 and won a record seven MVP awards. Clemens ranks ninth in career wins with 354 and took home a record seven Cy Young Awards. Sosa is eighth on the home run chart with 609.

Fans, players and Hall of Fame members have all chimed in about whether stars who supposedly juiced up during the Steroids Era should make it to Cooperstown.

BRASILIA, Nov 28 (Reuters) - Luiz Felipe Scolari is set to be named as the new coach of 2014 World Cup hosts Brazil on Thursday, a source close to Brazilian Football Confederation (CBF) told Reuters on Wednesday.

Scolari, who led Brazil to their last World Cup title in 2002 and was heavily favoured to take over, will replace Mano Menezes who was sacked last Friday.

Brazilian Football Confederation (CBF) president Jose Maria Marin confirmed he had chosen a new coach but declined to give a name.

"We did a thorough evaluation and what we need is someone with the right skills, dedication and experience. I am absolutely certain that the fans will be happy with our choice," CBF president Jose Maria Marin told reporters at an event in Sao Paulo.

"Pressure will be great at the World Cup, and that's understandable, and we need someone who can cope with that," said Marin, who added that the announcement would be made on Thursday but did not give a time or place.

"We need everyone to get behind the new coach," he added.

Marin had previously said the coach would be named in January but decided it would be better to make the decision before Saturday's draw in Sao Paulo for the Confederations Cup, which Brazil hosts next year.

"This shows that there is no crisis, that everything is under control," he said.

Brazil will be under huge pressure to win a sixth world title in 2014. Scolari also coached Portugal at Euro 2004 and 2008 and the 2006 World Cup.

While Marin was making the announcement, national teams director Andres Sanchez said in a statement that he had handed in his resignation. Sanchez had already said he was opposed to sacking Menezes and had not been consulted. A coalition of educators, health care providers, community advocates and business leaders has set a highly ambitious health care goal for Dallas County: ending childhood obesity by 2020.

Yes, highly ambitious. Dallas County kids have a weight problem. Federal statistics show 36 percent of them are overweight or obese. Just in the 10-to-17 age category, 20 percent are obese.

Obesity has been increasing in the nation for 30 years, and only a few places have managed to slow the rate of increase.

Reversing the trend is harder still.

?We?ve looked at 51 school programs that had tried to prevent and treat obesity. The long-term results of all 51 were negligible,? said Richard Atkinson, editor of the International Journal of Obesity. ?The idea that they are going to be able to do it in Dallas is zero. ? It pains me to say that, because I?ve spent my entire life working on this issue, but the things we?re doing are not working.?

Susan Hoff, chief strategy officer with United Way of Metropolitan Dallas, is a member of the coalition. She said the goal of eliminating obesity is bold but necessary.

?Compelling goal?

?One of the things that we in the steering committee agreed is critical is to have a single compelling goal that everybody can rally around,? she said.

Whether the goal is achievable remains to be seen. But the need is overwhelming.

Obesity can lead to more than 20 chronic illnesses, including diabetes, cardiovascular disease and some types of cancer.

Children who are obese miss more school, do worse academically and are more likely to be bullied and drop out of school than their lighter peers.

This increases health care costs, and insurance and productivity costs for Dallas businesses. Four years ago, the Texas Department of Health estimated obesity would cost the state $39 billion in health care and productivity costs by 2040. The Trust for America?s Health this fall said Texas was facing a much higher obesity bill ? $51.7 billion by 2030.

Texas Comptroller Susan Combs has tried to warn the state?s business community that many of these costs will fall on them.

?What I think is still missing is sort of a sense of urgency,? Combs said in a recent interview.

The Committee for the Improvement of Child Health and the Eradication of Childhood Obesity in Dallas County is a powerful group of more than 60 community leaders. The co-chairs are Dr. Eduardo Sanchez, chief medical officer of Blue Cross Blue Shield of Texas, and George Manning, partner-in-charge of the Texas region with the law firm Jones Day.

Leaders from the Cooper Institute, the Dallas Regional Chamber, Children?s Medical Center, PricewaterhouseCoopers LLP and Parkland Health & Hospital System are steering committee members.

It seems easier to attack the problem among children than adults, because kids spend most of their time in school.

Two-thirds of Dallas County children are eligible for free or subsidized school lunches. In the Dallas Independent School District, it?s 84 percent.

Flexible, low-voltage circuits made using nanocrystals

ScienceDaily (Nov. 26, 2012) ? Electronic circuits are typically integrated in rigid silicon wafers, but flexibility opens up a wide range of applications. In a world where electronics are becoming more pervasive, flexibility is a highly desirable trait, but finding materials with the right mix of performance and manufacturing cost remains a challenge.

Now a team of researchers from the University of Pennsylvania has shown that nanoscale particles, or nanocrystals, of the semiconductor cadmium selenide can be "printed" or "coated" on flexible plastics to form high-performance electronics.

The research was led by David Kim, a doctoral student in the Department of Materials Science and Engineering in Penn's School of Engineering and Applied Science; Yuming Lai, a doctoral student in the Engineering School's Department of Electrical and Systems Engineering; and professor Cherie Kagan, who has appointments in both departments as well as in the School of Arts and Sciences' Department of Chemistry. Benjamin Diroll, a doctoral student in chemistry, and Penn Integrates Knowledge Professor Christopher Murray of Materials Science and of Chemistry also collaborated on the research.

Their work was published in the journal Nature Communications.

"We have a performance benchmark in amorphous silicon, which is the material that runs the display in your laptop, among other devices," Kagan said. "Here, we show that these cadmium selenide nanocrystal devices can move electrons 22 times faster than in amorphous silicon."

Besides speed, another advantage cadmium selenide nanocrystals have over amorphous silicon is the temperature at which they are deposited. Whereas amorphous silicon uses a process that operates at several hundred degrees, cadmium selenide nanocrystals can be deposited at room temperature and annealed at mild temperatures, opening up the possibility of using more flexible plastic foundations.

Another innovation that allowed the researchers to use flexible plastic was their choice of ligands, the chemical chains that extend from the nanocrystals' surfaces and helps facilitate conductivity as they are packed together into a film.

"There have been a lot of electron transport studies on cadmium selenide, but until recently we haven't been able to get good performance out of them," Kim said. "The new aspect of our research was that we used ligands that we can translate very easily onto the flexible plastic; other ligands are so caustic that the plastic actually melts."

Because the nanocrystals are dispersed in an ink-like liquid, multiple types of deposition techniques can be used to make circuits. In their study, the researchers used spincoating, where centrifugal force pulls a thin layer of the solution over a surface, but the nanocrystals could be applied through dipping, spraying or ink-jet printing as well.

On a flexible plastic sheet a bottom layer of electrodes was patterned using a shadow mask -- essentially a stencil -- to mark off one level of the circuit. The researchers then used the stencil to define small regions of conducting gold to make the electrical connections to upper levels that would form the circuit. An insulating aluminum oxide layer was introduced and a 30-nanometer layer of nanocrystals was coated from solution. Finally, electrodes on the top level were deposited through shadow masks to ultimately form the circuits.

"The more complex circuits are like buildings with multiple floors," Kagan said. "The gold acts like staircases that the electrons can use to travel between those floors."

Using this process, the researchers built three kinds of circuits to test the nanocrystals performance for circuit applications: an inverter, an amplifier and a ring oscillator.

"An inverter is the fundamental building block for more complex circuits," Lai said. "We can also show amplifiers, which amplify the signal amplitude in analog circuits, and ring oscillators, where 'on' and 'off' signals are properly propagating over multiple stages in digital circuits."

"And all of these circuits operate with a couple of volts," Kagan said. "If you want electronics for portable devices that are going to work with batteries, they have to operate at low voltage or they won't be useful."

With the combination of flexibility, relatively simple fabrication processes and low power requirements, these cadmium selenide nanocrystal circuits could pave the way for new kinds of devices and pervasive sensors, which could have biomedical or security applications.

"This research also opens up the possibility of using other kinds of nanocrystals, as we've shown the materials aspect is not a limitation any more," Kim said.

The research was supported by the U.S. Department of Energy and the National Science Foundation.

Lake life survives in total isolation for 3000 years

It is seven times as salty as the sea, pitch dark and 13 degrees below freezing. Lake Vida in East Antarctica has been buried for 2800 years under 20 metres of ice, but teems with life.

The discovery of strange, abundant bacteria in a completely sealed, icebound lake strengthens the possibility that extraterrestrial life might exist on planets such as Mars and moons such as Jupiter's Europa.

"Lake Vida is a model of what happens when you try to freeze a lake solid, and this is the same fate that any lakes on Mars would have gone through as the planet turned colder from a watery past," says Peter Doran of the University of Illinois, Chicago. He is co-leader of a team working in the Dry Valleys of Antarctica where Vida is situated. "Any Martian water bodies that did form would have gone through this Vida stage before freezing solid, entombing the evidence of the past ecosystem."

The Vida bacteria, brought to the surface in cores drilled 27 metres down, belong to previously unknown species. They probably survive by metabolising the abundant quantities of hydrogen and oxides of nitrogen that Vida's salty, oxygen-free water has been found to contain.

Co-research leader Alison Murray of the Desert Research Institute in Reno, Nevada, is now investigating this further by growing some of the extracted cells in the lab. "We can use these cultivated organisms to better understand the physical or chemical extremes they can tolerate that might be relevant to other icy worlds such as Europa," she says.

Surprise composition

Murray and her colleagues were surprised to find so much hydrogen, nitrous oxide and carbon in the water. They speculate that these substances might originate from reactions between salt and nitrogen-containing minerals in the surrounding rock. Over the centuries, bacteria denied sunlight may have evolved to be completely reliant on these substances for energy. "I think the unusual conditions found in the lake have likely played a significant role in shaping the diversity and capabilities of life we found," she says.

But the existence of life in Lake Vida does not necessarily increase the likelihood that life exists in much older, deeper lakes under investigation in Antarctica, most notably Vostok and Ellsworth, which are 3 kilometres down and have been isolated for millions rather than thousands of years.

"It doesn't give us clues about whether there's life in Vostok or Ellsworth, but it says that under these super-salty conditions, life does OK," says Martin Siegert of the University of Bristol, UK, and leader of an expedition to Ellsworth which set off on 25 November. "We'll be drilling down 3 kilometres into the lake," he says.

GOP opposition to diplomat Rice begins to crack

WASHINGTON (AP) ? Republican opposition to the possible nomination of Susan Rice to be secretary of state is showing signs of cracking.

Arizona Sen. John McCain now says he'd be willing to meet with Rice, the current U.N. ambassador, and consider her much-scrutinized explanation about how the Sept. 11 attack on the U.S. Consulate in Benghazi, Libya, unfolded.

McCain has said GOP senators would do "whatever is necessary" to block Rice if President Barack Obama were to nominate her to replace Hillary Rodham Clinton at the State Department.

On Sunday, McCain was asked on "Fox News Sunday" if Rice could change his mind. McCain said "sure" and that he'd like to meet with her.

McCain and other Republicans have accused the White House of distorting the deadly Benghazi attack for political gain.

DOHA, Qatar (AP) ? As nearly 200 countries meet in oil-and-gas-rich Qatar for annual talks starting Monday on slowing global warming, one of the main challenges will be raising climate aid for poor countries at a time when budgets are strained by financial turmoil.

Rich countries have delivered nearly $30 billion in grants and loans promised in 2009, but those commitments expire this year. And a Green Climate Fund designed to channel up to $100 billion annually to poor countries has yet to begin operating.

Borrowing a buzzword from the U.S. budget debate, Tim Gore of the British charity Oxfam said developing countries, including island nations for whom rising sea levels pose a threat to their existence, stand before a "climate fiscal cliff."

"So what we need for those countries in the next two weeks are firm commitments from rich countries to keep giving money to help them to adapt to climate change," he told The Associated Press on Sunday.

Creating a structure for climate financing has so far been one of the few tangible outcomes of the two-decade-old U.N. climate talks, which have failed in their main purpose: reducing emissions of heat-trapping gases that scientists say are warming the planet, melting ice caps, glaciers and permafrost, shifting weather patterns and raising sea levels.

The only binding treaty to limit such emissions, the Kyoto Protocol, expires this year, so agreeing on an extension is seen as the most urgent task by environment ministers and climate officials meeting in the Qatari capital.

However, only the European Union and a few other countries are willing to join a second commitment period with new emissions targets. And the EU's chief negotiator, Artur Runge-Metzger, admitted that such a small group is not going to make a big difference in the fight against climate change.

"I think we cover at most 14 percent of global emissions," he said.

The U.S. rejected Kyoto because it didn't cover rapidly growing economies such as China and India. Some hope for stronger commitments from U.S. delegates in Doha as work begins on drafting a new global treaty that would also apply to developing countries including China, the world's top carbon emitter. That treaty is supposed to be adopted in 2015 and take effect five years later.

Climate financing is a side issue but a controversial one that often deepens the rich-poor divide that has hampered the U.N. climate talks since their launch in 1992. Critics of the U.N. process see the climate negotiations as a cover for attempts to redistribute wealth.

Runge-Metzger said the EU is prepared to continue supporting poorer nations in converting to cleaner energy sources and in adapting to a shifting climate, despite the debt crisis roiling Europe. But he couldn't promise that the EU would present any new pledges in Doha and said developing countries must present detailed "bankable programs" before they can expect any money.

Sometimes, developing countries seem to be saying, "OK give us a blank check," he told AP.

Climate aid activists bristled at that statement, saying many developing countries have already indicated what type of programs and projects need funding.

"They need the financial and technical support from the EU and others. Yet they continue to promise 'jam tomorrow' whilst millions suffer today," said Meena Raman of the Third World Network, a nonprofit group.

Countries agreed in Copenhagen in 2009 to set up the Green Climate Fund with the aim of raising $100 billion annually by 2020. They also pledged to raise $30 billion in "fast-start" climate financing by 2012.

While that short-term goal has nearly been met by countries including the EU, Japan, Australia and the U.S., Oxfam estimates that only one-third of it was new money; the rest was previously pledged aid money repackaged as climate financing. Oxfam also found that more than half of the financing was in the form of loans rather than grants, and that financing levels are set to fall in 2013 as rich countries rein in aid budgets amid debt problems and financial instability.

Meanwhile, the concentration of carbon dioxide in the atmosphere keeps going up. It has jumped 20 percent since 2000, primarily from the burning of fossil fuels such as coal and oil, according to a U.N. report released last week.

A recent projection by the World Bank showed temperatures are on track to increase by up to 4 degrees C (7.2 F) this century, compared with pre-industrial times, overshooting the 2-degree target on which the U.N. talks are based.
